Approved

Devices tested and validated according to official standards. They can be used with confidence, as their safety has been verified.

Binding Measure

A measure that is restrictive and mandatory.

BlOOding (a radiator)

Action of releasing trapped air from a radiator so that hot water circulates properly and it heats more efficiently.

Boiler

Device responsible for heating and storing domestic hot water (for showers, dishwashing, etc.). Regular maintenance is essential to prevent breakdowns and safety risks.

Certificate of Compliance

Official document issued after a technical inspection, proving that a device (such as a boiler) complies with safety regulations.

Compliance

Term used to indicate that an object, device, or installation meets the applicable standards and regulations.

Chimney Swept

When chimney or smoke vent ducts have been cleaned to ensure proper airflow and prevent fires or poisoning.

Condensation

This occurs when water vapor in the air turns into droplets upon contact with a cold surface (such as a window or wall). It often happens in poorly ventilated rooms.

Common Areas

Parts of the building accessible to all residents: corridors, staircases, basements, entrance halls, or laundry rooms. Everyone must respect them and keep them clean.

Decent Housing

A healthy, safe, and comfortable home, with functional amenities such as heating and electricity, free from excessive moisture or pests.

Deterioration

The condition of equipment that has become faulty or less efficient due to age (e.g., a rusted radiator). It is not related to improper use.

Decree of the Government of the Brussels-Capital Region

A decree is an official text that sets rules established by a public authority. The decree of the Government of the Brussels-Capital Region defines the standards to be met in housing, including minimum conditions for hygiene and safety.

DIRL (Regional Housing Inspection Department)

A public service responsible for ensuring that housing complies with safety and hygiene regulations, and for taking action in case of issues.

Descaling

Process that removes limescale buildup in devices (such as the boiler) to extend their lifespan and ensure proper functioning.

Electrical Installation

All cables, outlets, switches, and devices that supply electricity to a property, which must comply with safety standards.

Expert Assessment

Intervention by a qualified professional (often an expert) who evaluates an issue, such as damage or a dispute, and provides an objective report.

I

Infiltration

Water or moisture infiltration occurs when water slowly and quietly enters a place where it shouldn’t be, such as inside walls, ceilings, or floors of a building. This can happen due to rain, a leak, or a watertightness issue. Over time, it can cause damage such as stains, mold, or even weaken the building’s structure.

Intrusions

Unauthorized entries or visits to a property without the tenant’s permission, constituting a violation of privacy.

J

Justice of the Peace

An official working in a court who helps resolve minor disputes, particularly between tenants and landlords.

L

Lease Agreement (or Rental Contract)

It can be oral or written. It is established between the landlord and the tenant for an unfurnished or furnished property. It is mandatory. The lease defines the relationship between landlord and tenant: description of the property, duration of the contract, rent amount excluding utilities, amount of utilities

Lease Termination

Ending a rental contract before its scheduled term. It can be initiated by the tenant or the landlord under certain conditions.

M

Mediation

A way to reach an agreement. The mediator will try to find a compromise or facilitate negotiation between the parties involved in a conflict.

Mold

Microscopic fungi that appear as spots (often black or green) due to moisture. They can damage surfaces and pose health risks.

N

Non-Profit Organization (ASBL)

A non-profit association, often established to assist or advise people in their procedures, such as tenants.

Not Watertight

This means that an element (such as a wall, roof, or window) does not properly retain water or air. It allows moisture or drafts to pass through.

P

Pests

Small unwanted animals or insects that can cause problems in a home, such as mice, cockroaches, pigeons, or rats.

R

Reasonable Timeframe

A fair and sufficient period to carry out an action, neither too short nor too long. For example, a landlord must notify their tenant at least 24 to 48 hours before a visit.

Request

The term used for a complaint filed with a justice of the peace.

Registered Mail

Letter sent with a return receipt, allowing proof that the recipient has received the mail. This procedure costs approximately €10.

Rising Damp

This occurs when groundwater rises up through walls, much like a sponge drawing water upward. It makes the walls damp from the base upward.

Rental Guarantee

An amount of money paid by the tenant to the landlord at the start of the lease, used to cover potential damages or unpaid rent. Since 2024, it is limited to two months’ rent.

Sanitary

The set of minimum conditions that make a home healthy and habitable: ventilation, heating, electricity, absence of excessive moisture, etc.

Structural Failures

Malfunctions related to natural wear and tear or the age of equipment (e.g., cracked pipes, end-of-life boiler).

Sanitary Facilities

Hygiene-related equipment in a home, such as toilets, sinks, showers, or bathtubs.

Surroundings

Outdoor areas located around the building, such as gardens, sidewalks, entrances, or courtyards. Their good condition is essential for the safety and overall appearance of the place.

Social Unit

A group of people who assist others (e.g., social worker).

A set of rules that define the rights and responsibilities of tenants and landlords in Brussels, aimed at ensuring safe, clean, and livable housing.

W

Watertightness

The ability of a material or construction to prevent water, air, or moisture from passing through. Proper watertightness protects the property from leaks and infiltration.
